Iliad 9.38-39. Diomedes to Agamemnon:

σκήπτρῳ μέν τοι δῶκε τετιμῆσθαι περὶ πάντων,
ἀλκὴν δ᾽ οὔ τοι δῶκεν, ὅ τε κράτος ἐστὶ μέγιστον.
